The rule of law occupies a central place in the political and legal debates of our time. It is mobilized for the
realization of a whole series of societal issues and very current themes. But what is the legal status of such a
concept in international law? Is there a rule of law that would be binding on all States and international organizations? What would be the content of such a rule ? These are the questions that this article aims to answer. It argues that despite its globalization and constant evocation, the rule of law remains a largely indeterminate and equivocal concept. There is no clear indication of what actors are referring to when they evoke the rule of law. Moreover, while it is a legal obligation within some regional orders, practice does not allow for certainty about its status and legal scope at the universal level.
